Leo Klinkers, PhD (b. 1943) played a foundational role in establishing the academic field of public administration at the Faculty of Law, Utrecht University, where he taught and conducted research from 1970 to 1983. He subsequently founded Klinkers

Policy Consultants, through
which he has advised on complex governance and policy challenges in various countries, working within the frameworks of the European Union and the United Nations.
Doctor Klinkers specializes in addressing complex political and social issues through interdisciplinary methods. He is also deeply engaged in the development of federal governance structures, both in Europe and globally.
He has authored and co-authored several books and numerous publications on public administration, policy analysis, and constitutional federalism, and is a co-founder and first President of the Federal Alliance of European Federalists (FAEF).
